Sediment bowl shut off screw should have a nut that you tighten as the screw wears the seal to keep it from leaking. The bowl & hanger have a gasket and screen at the top. If gas is not coming in the bowl you have a air tight line to the carb.take the drain plug out the bottom of the carb to bleed the line. The carb leaking if the tractor is not running is probably the needle and seat under the float, trast or damage done to the needle caused this to leak. The fix is first to shut off gas and run carb empty, refill with gas,this may wash out any trash If this doesn't work replace the needle and seat adjust the float level.
Rings on hydraulic pump leaking is if you used genuine replacement parts are pinched or improperly torqued bolts. If you matched the o rings they may not be the exact size. Why did you replace the o rings? Was it leaking before? May have a cracked housing.
