HOT light switch

I was working on getting the lights on a 4020 working. On the back of the rotary switch is a coil resistor that is surrounded by a ceramic shield. When I turned the switch on the coil got hot. In fact it was red hot and you could see it glow inside the ceramic shield. The dust and dirt on the coil started to smoke and I turned off the switch. I have never seen one of these switches in operation because the consol cover is always on. Is it normal for them to get this hot? Was it just burning off the dust and dirt? My guess is that this is too hot and I have a problem somewhere. the lights turned on and off properly and all seemed to be about the same brightness. Where do you think the problem is? In the switch or in the wiring? Also there appears to be 2 small circuit breakers. Neither one of them tripped.
