Draft control does not work based on the angle of the front of the tractor but rather on the pull of the implement, normally a plow, via the top link connection (where the big spring is). It is designed to keep the plow at an even depth and to allow it to rise if it hits an immovable object. The folks on the 8N or Fergie board can give you lots of info on that, since it was a Harry Ferguson invention. Draft control per se is not useful for bush hogging. For bush hogging you want to use position control, if you have it, first available on Ford tractors with the 8N and on Fergusons with the TO35, although there are simple add ons available which provide position control for tractors like the 9N and TO20 and 30 which came from the factory with draft control only. Another alternative, if you don't have position control, is to use limiting chains to hold the bush hog at a given height in the front. Hope that helps.
