JD Model 70 Spark plug fouling

I am looking at buying a JD model 70 and the current owner says that one of the plugs fouls. What are the possible causes? Bad ignition?, Bad valves?, bad rings, cracked block? The cracked block has me the most concerned. Is there anyway to identify these problems without taring down the engine? How about the cost of the repairs if needed or is it something I could tackle myself. In a past life I was an auto mechanic (before computers).
