For the excessive fuel usage I would check both the timing and the carburetor settings. A good tune up in other words.
Smoke coming out of the breather is usually an indicator of worn rings.
That will mean a rebuild sometime in the tractor's future.
But don't forget that you can still get years of good usefull work out of an engine even though it smokes some.
If it starts and runs good and has the power to do what you're asking of it then just keep it topped off with oil. Oil is pretty cheap after all.
