I'm not a small engine mechanic, but since you have to ground the electrical system to shut off most small engines, and yours won't shut off, I'd guess its a ground wire. Look for a male lug under a bolt attached to the engine or chassis somewhere within reach of the travel of the yellow wire. Also look for what would be left of a lug after the lug itself breaks off- that is, what would amount to a thin washer under the bolt head, with a partial rough edge where the lug broke off.
