I used to think so too Tom, then I checked and adjusted the timing on a new 416 backhoe and it ran clean, life is full of suprises. The new ones time with an 8mm pin and you need to remove the water pump to get at it. Yours likely has a dead spline and scribed marks where the pump mounts.
Try moving the pump one way or the other and see if it helps. If you can't get it right ask the dealer to retime it for you. If it is the new type I can tell you how to do it your self
