Hey Don, did you check the oil in the steering gearbox? Also the spindles on the front (the part you have been greasing) are bad to freeze up inside, did grease come out both the top and bottom when you greased them? Easiest way to check is to jack up front of tractor take steering linkage loose (I usually take the arm off the spindle since more than likely you will need spindle out anyway) and see if tire turns freely (steering action) if not spindle will need to come out and be cleaned up.
