I don't have my books here, but that key is about three inches long. I think that by the time you drill it out, you will also have modified the hub of the wheel and the axle. Have you rigged up a puller on it yet? There are two drilled and tapped holes in the wheel for that. They take 7/8" bolt or all thread (possibly 3/4, but I think 7/8). Put a strong bar across the all thread, put a hydraulic jack under the bar and on the end of the axle and put a bind on it with the jack. If that doesn't get it, you can heat and beat on the wheel. I got one loose by beating from behind it. There is quite a bit of taper, you don't have to move it far to be loose. Good luck.
