You would do better, if possible, to modify the scratcher so that you could drive over the row centers instead of between them by removing some of the center teeth. That way you wouldn't be packing down the ground right next to the plants and you could work the plants when they are larger without hitting them with the tires. The plastic used on large farms is just 1-mil poly; it does not let water thru. You must lay it when the soil is moist or use some form of drip irrigation underneath.
