The stuff Glenn refered to is called landscape fabric. It lets the water in but the weeds can't get out and die or don't germinate. It's essentially a mulch. You can do the same thing with any material that will smother the weeds- paper, plastic, straw, lawn clippings. The landscape fabric is a pain to take up in the fall though, if you intend to till the whole garden.
