Magneto timing

I consider myself to be a good mechanic, but once and a great while I get stumped. I installed mags before with success, but ran into a problem with this one. It's in a Farmall H. I installed it according to the I T manuel like with many other tractors, but when I go rotate the mag I can't seem to rotate it far enough to get the impluse to snap. When I turn engine by hand it snaps but after TDC. The fellow who owns the tractor said it never seemed to have power it should have and I taking that as the timing being late. Any suggestions.
