No- first plow it, then disc it. Especially spring plowing in clay- otherwise it turns bricky hard. (disc within one day). After discing, use either a disc or field cultivator to work it into a good seedbed. Discs have a tendency to pack the soil, field cultivators are better at loosening soil. Two passes with a chisel plow instead of a moldboard plow can replace the plowing, although you still need discing to break up the sod chunks.
