It's also used in Web addresses (URL's) to skip layers in a directory. Fer instance (in some cases) you can shorten www.something.com/users/tractornuts/homepage/F14 to www.something.com/~F14 I think the site has to have the HTML code to support that function, however, so it doesn't always work.
