Tire size,width,inflation & track width all affect stability. According to Firestone & GoodYear the average bias ply tired two wheel drive tractor pulling drawbar loads should have 25% to 35% of it total weight on the front tires at rest. Subject to change of course to mounted equipment.Higher/longer drawbars increase weight transfer from the front end as well.
If the hill is steep enough to roll a tractor it shouldn't be worked due to errosion.
