Thats interesting, dont know that I've seen a traction powered rotary cutter. Might just work for my needs. Should be fairly cheap to make and unlikely anybody would steal it if I just left it. Worst vandals would do is shoot out tires. Maybe instead of tires, could weld bars kittycornered across the empty rims to act as lugs. I assume we are talking old 1 1/2 - 2ton truck axle here? Anyway thanks for the idea.
