If the plug is bad it will do that. I can't explain why but put in a new plug and it will run. A hotter plug may help solve the problem. I also found that the float tab in the carb gets a nick worn into it from the needle valve. This may cause the valve not to seat and control the flow of gas. The engine will run rich and foul the plugs. I use fine paper (1000-1200 grit) to polish the nick out. It has worked for me and it is worth a try.
