Calcium cloride removal........

I have an old tractor with 15.5 X 38 tires filled with cloride/water. I am restoring the tractor and will not work it. I don't need nor want all that additional weight. A guy said to jack one wheel at a time, roll the wheel with the valve stem at the bottom and unscrew the stem section with the core in it and let it spirt out by gravity. When it reaches a level that it stops , roll the wheel up install stem w/core and fill it with about 20 lbs. of air, then roll t back down and pull the stem cap off again. This is supposed to get the majority of the liquid out? I don't know of a method to get it further empty, maybe a small wet/dry vac with a small rubber hose inserted into the valve stem opening to the bottom of tube? Any input as to how to do this easier would be appreciated. Tire people in Florida never heard of Calcium cloride, it don't freeze down here........
