Using the old-size marking system, where tire sizes were equal to the rim (11-28 was on an 11 inch rim= 12.9-28 current marking) it was generally considered that you could go one inch wider or narrower than rim width without causing any problems. i.e. a 13 inch tire on 11 inch rim would be too rounded to be effective, ride right, and stay on the rim properly.
