The Tractor Vet's right. 14.9-38's are plenty big enough and you could mount them on your existing 12 inch rims, 14 inch would be better though. If you go to 15.5-38's, you'll need 14 inch rims, and on 15.5's you get no increase in diameter over the stock size 12-38's.(13.6-38). 16.9's are great to upsize 15.5's when they are the stock size, like on a 560 IH or 720-730 JD.
