take the two wires off the generator terminals. ground the "F" terminal to the case with a short jumper wire. spin the generator and measure the voltage across the two terminals "A" and "F". If the "F" is negative voltage, you have negative ground. IF the "F" is positive you have positive ground system. You can also set the generator in a vice on the bench and spin it with an electric drill to test as above. If you dont get 10-20 volts output, generator brushes are probably not running on the rotor bars with good contact. (crud or corrosion)
