Perhaps you have a bad regulator or cutout relay. Most 6 volt generators can be checked by momentarily grounding the field terminal,(with the engine running at a fast idle or more) if that makes it charge, the generator is OK and you can look somewhere else.
Problems often can be caused by poor or corroded grounds. you may want to check all the places the generator and/or cutout relay are grounded. Make sure the connections are clean, tight & bright.
