Tyre sizes

Ted Buisker wrote some excellent articles in Antique Power and on YT Mag about tire sizes.Thanks Ted.I am a bit confused at this stage. I have a Minneapolis Moline ZAS. The book says 11 x 38 rear and 5.5 x 16 front. Here in South Africa the smallest I can get is 13.8 x 38 rear and 6.00 x 16 front.Those 6.00's look okay but the 13.8's really look big. Could Ted or anybody else advise me as to what is the correct "New" tyre size I should use. Thanks.
