Cherokee Snow Blower

I don't know if it's the blower or my tractor,
1955 400, but I cannot get this thing to blow
snow beyond the side of the blower. It just
dribbles all over the blower, and clogs
constantly. And when it does seem to want to
start working, the all cast housing ices over
with snow and seizes up.
I'm very dissappointed with my purchase, and
don't know what to do, I love the tractor it is
golden, but the blower is suspect.
Do I get another blower implement and trade
this one or am I possibly using it wrong?
