I agree with Gordon. Check your fuel system for blockage. Use WD40 or similar to clean/lube all governor pivots and pins. Do not attempt to adjust the governor without a shop manual, they rarely get out of adjustment anyway. Usually a governor problem is worn linkage from lack of maintence, or broken spring. A field governor test is to drive uphill from a level field in 2 gear and listen for engine rpm to change, and/or watch the linkage movement.
