Your 15.5 tires would be 14" by the old size marking(Up til 1960s?). I think the old standard was that you could deviate by one inch on the same rim. If that doesn't accomodate what you want to install, you could cut the rim and weld in a strip of metal to widen the rim. Might want to make a cutting guide for your torch to maintain a straight edge, then grind the cut edge smooth, and weld in the add-on strip. Some tractor tire shops also do this, or a good local welder can do the same.
