Rust Sealer?

Gents,
I repainted my '44 9N ford last fall, but didn't get the final touch-up done before I had to store her for the winter. I bought a new place in Nov, moved the tractor over here, and she sat outside for 2 months. LOTS of rust coated seams and bolt heads.

Any Idea what I can use to clean and seal them without sanding and wire brushing? I REALLY don't to mask and spray again, so I figgered I'd touch it up with small brushes, but I don't want the rust to come back thru.
