Those tanks are Nitrogen, specificly oil pumped nitrogen. The cables they are connected to are pressurized to keep water from getting inside and shorting out the wires. Since many cables are insulated by paper, water accumulation inside the cable would cause serious problems.
Nitrogen absorbs the water, and eliminates problems by actually blowing water out thru places it would otherwise leak into the cable.
Trunk cables are also pressurized with dehydrated air from the switching office. When a leak occurrs, pressure in the cable drops, and alarms go off. Then you see a cableman with a microphone on a stick going along the cable so he can hear the leak, and get it fixed.
