Live means you can stop the tractor without stopping the PTO, but can't start the PTO without stopping the tractor. After stopping the tractor you can shift the PTO into gear and after the PTO is going you can then start foward motion of the tractor.
Independent means you can engage and disengage the PTO while tractor is in motion or when stopped.
It does not matter much and really is no big deal either way.
