Sounds like you have an American model F Fordson with an Engligh model N fuel tank, this is not uncommon. In the mid to late 30's all the replacement parts came from england and if someone purchased a new fuel tank in 1938 you would have gotten a tank with the english tag in the back. Fordsons were made in ireland in the early 20's but i don't believe that any of these found thier way to the U.S., They were sold in europe. The difference between the F and the N: F:grey tractor, red wheels English N: blue tractor orange wheels. ( irish N 29-32 is grey ) F: buzz coil ignition N: magneto ignition f: no governor N: has a governor there are many other differences but those are the mose obvious. I don't know how to explain the radiator sides. the Ladder radiator was phased out in march of 1919. I have seen some mid 1919 tractors that have the outline of the holes from the casting pattern being altered. but not partially recessed. The F fordson never was factory equipped with a water pump. Many after-market companies made and sold them. they would mount between the engine and the radiator, under the radiator top tank. hope this info helps, ADAM
