When was the last time you R&R'ed the hubs?
I have seen them get water inside and freeze thereby not allowing the cog to engage the splines. I would have to heat the lockout knob with a propane torch for a minute and then work the knob from locked to unlocked a few times before it would engage. Cure is to remove, clean, inspect and repack the lockout hubs with grease...no jacking involved and a cheap fix...
