If & it's a big "if" the cuts are PROPERLY radiused ( no sharp steps/edges) then strength is no issue.
Hardened surfaces ( about 10thou thick) on soft cranks can pose a problem when machined off. Spray weld with hard metal or get the crank re-treated. Many cranks are not surface hardened & this is not an concern.
If the crank has to be machined anyways this is the time to sneak some economical more stroke/HP on there. The extra displacement & compression will really perk her up. Don't go so far as to whack the pistons into the spark plugs however.
