Don't know about the Mahindra specifically, but "constant running PTO" generally means "independent" PTO, which means the PTO is controlled completely independently of any other tractor function- that is, you can turn it on or off regardless of forward (or rearward) motion of the tractor, transmission in or out of gear, foot clutch engaged or disengaged, etc. It's the standard on tractors now, and is considered the most convenient and useful.
