a dynomometer measures torque in foot pounds of twisting force. you measure the speed the motor is running while it is making that torque. you claculate the horsepower by multiplying torque x rpm/ 5252 = HP. a motorcylce runnig at 10,000 rpm may put out the same torque as a tractor engine running at 2000 rpm. The motorcylce has 5 times more horsepower. a motorcycle running at 10,000 rpm may have 1/5 as much torque as a tractor running at 2000 rpm. they have the same horse power. little wiz bang engines running real fast put out no torque, but can get high HP calculations. diesels usually run slow, but lots of torque due to long piston strokes making lots of "twist" or torque. again, torque is measured value, HP is a calculated value using the rpm at that torque.
