Torque is twisting force. Horsepower is torque times speed. You can take a low horsepower engine and gear it down to get tremendous torque, but you will have very little speed. To get more torque at a given speed, you have to have more horsepower. The reason different engines have different torque ratings at the same horsepower is because of the different speeds the two engines are making the same horsepower at. A long-stroke engine will make more torque at a lower speed, and a short-stroke engine of the same horsepower rating will make less torque, but at a higher speed. Make sense?
