I agree with what everyone else said: WAY TOO MUCH PRESSURE!

I usually won't use more than 20 psi. If it won't pop up all the way, but bead is started, I put the tire back on the tractor. Make sure it's soaped up and drive it. The tire will flex as you drive around and pop all the way onto the rim. Don't try this unless the tire is started onto the right ledge of the rim.

Just did one like that this afternoon, worked great.
