Picloram is most likely the problem. It's active in the soil and doesn't readily breakdown. Washingto State University(WSU) had a problem about 5 years ago with composting plant material that had Picloram in it. As I recall,they sold the compost and the Picloram was still active AFTER the composting and caused a lot of plant mortality for those folks who used it. There was a lot of lessons learned from that experiece. I doubt that 2,4-D was your problem however. The label allows use on pasture with grazing after 7 days. Unlike Picloram, it breaks down very quickly.
