lead or no lead??

Came home tonite and saw the neighbors dog out in the pasture, not unusual since he's there quite often but then a little later my dogs started barking. Looked out the window and dog was attacking our goat. By the time i ran the 10 acres to get to him it was too late, goat was dead. Neighbors are the type that dont really care about other peoples property so talking wont do much good. My concern is we have 5 horses out there and if the dog was brave enough to kill the goat whats going to stop him from running a horse thru the fence?? Dont get me wrong, i love dogs but i have alot of money invested in those horses.
