Block heaters have seemed to work better than lower rad. heaters for me. Have one of each in two Ford 3000 gas tractors. Mine start best with throtle closed - at idle. Crank with no choke and pull choke on as needed while cranking. One starts easily the other can be a dog but starts instantly with a shot of either in the air intake after removing the air filter. (That tractor also is a poor starter in warm weather especially damp. - Have replaced all wires, plugs, dist. cap.etc and no improvement. Best atarter I have is a Ford 640 converted to 12v. No engine heater - no electricity in its shed, and it starts easiy at -30. Often use it to jump other vehicles and tractors.
