That is the interlock that prevents the shifter moving out of PARK unless the brake is depressed. Turning the ignition switch to the first position (the OFF position) should unlock the steering columen without activating the ignition. Then, the shifter should move out of PARK. If you turn the ignition switch to the ''ON'' position, it activates the interlock, and the shifter will not move out of PARK until the brake is applied - BUT, it ''reads'' the brake light circuit to determine if the brake is applied. A bad fuse or a bad brake light switch that causes the brake lights not to work will not de-activate the interlock.
