Long shot, but are you sure you have the right filter? There are several filters that fit that housing and look almost identical, but some don't allow the flow to be as it should. I can't remember for sure, but I think the proper filter has the outlet in slots closer to the rim, while the incorrect one has outlet slots closer to the center? I could have that wrong. I do know that one type doesn't work, and last time I replaced the fuel filter in my B275 (pretty much the se tractor) both Napa and Steiner sold me the wrong one. Had to cross reference the original IH number to a new Napa number and ask Napa to give me that one, which was different than the one their catalog showed. The incorrect one will work, but cause starvation issues exactly as you described.
Apart from that, quite possibly gunk in the tank. All these old tractors are getting to the age where gunk that's built up on the tank walls is starting to strip off and partially or completely plug up the tank outlet (or other parts of the fuel system).
