Another thought. I am assuming you have turned the motor by hand in the direction it runs and watched the blades? (That may be an error on my part.) If you look at a motor from the non-shaft end it will appear to rotate one way, then look at the shaft end of the same motor and it will rotate the opposite direction. When you sit in the seat of your tractor the fan on the engine turns CCW, stand in front of the radiator and it appear to turn CW. I can see the same thing happening here depending on how you are looking at the rotation of motor, pulley, and blades. Looking down at the motor pulley and blade pulleys and blades they appear to turn CW. Look up at them and they are turning CCW. Looking at the top in one place and the bottom in the other changes perspective. Make sure this is not happening.
