Does the lift pump look wet with fuel, could be leaking. What fuel filter did you use? IF a NAPA brand did you lay the top o ring on top of the filter instead of IN the housing? Very common to do that. How bad did the old filter look? The fuel filter housing is fairly bullet proof provided the filter was installed correctly with new gaskets. If it all checks out then a rebuild of the pump may be in your future:-( Dieseltech is the one to contact.
