Yes get a meter....don't go around shorting things. Harbor Freight have great little ones for less than 10 bucks. I have used them for years and have several that I keep handy in different locations.
To test, with tractor off measure the battery terminal voltage. Start the engine and run RPMs up to say 1000 and read the battery's terminal voltage again. If more than the first measurement the alternator is working....if the same its not.
