OK All fixed, took the toolbox out and found the block up under the dashboard. When you turn the key on the hot wire that went to the coil also had a wire hooked to it from the voltage regulator, and thats where it was backfeeding. Unhooked it and put it on the other block, Charges ,and it turns off perfect throttle up or down. I prefer down lol. Thanks to everyone for your input. Glad I joined this group.
