I would say it is a Shaw 2 wheel walking garden tractor with part of the cultivator that is in second picture mounted to the tractor.. Most were single cylinder but they did make a 2 cylinder. Does not have a seat or missing seat as being a walking tractor you walked behind it not road on it. Used to be some around here but have not seen any for a few years now. Shay did make a 4 wheel rider as well and some were made on rubber in both single cylinder and 2 cylinder models. I would have liked to have a 2 cylinder rider. They were actually advertised in Mechanics Illustrated magazines. Only on here have I ever heard of the other one mentioned.
