A vacuum pump (if hooked up to the valve stem), gives the air a place to go. It's actually pulled out by vacuum. In this scenerio, the air remains inside. The question is, if it's reduced to a small enough space to allow ballonage. The more I think about this, the more I'm leaning to the air is reduced to such a small place, that there wouldn't be any ballonage. Just air compressing. As you say, like a vacuum pump hooked to the valve stem, but not completely. Leaving an area that is not fully collapsed, and contains the reduced air space. By pushing on the flexible walls of the tube, it would be pushing on the external hydraulic pressure. Much like air inside a hydraulic cylinder getting smashed into a smaller bubble.
