Thought the problem was you were breaking the PTO shaft on rocks and stumps.
You still have not checked or addressed the shear pin situation on the mower that I am aware of. Again if the shear pins are Grade 5 or 8 bolts, they're too strong and won't shear. The next weakest thing, the PTO shaft, is what breaks.
Understand that you are just "caretaker" and using equipment supplied to you so "just go out and buy a...." may not be an option. You may want to send the whole mower to this guy who is fixing the shaft to get the front structure patched up if you can't do it yourself.
"Direct more power to the PTO?" No. This isn't the USS Enterprise. You can't "divert power to the shields" LOL. Scotty's givin' her all she's got, Captain, and there ain't no more. All you can do is run a lower gear. If you're in 1st and still don't have enough power, you may have to take less than a full width of the mower. That's assuming this is a steep hill and/or thick plant material, and the tractor can cut a full width with no issues on level ground.
