It can, but a more likely scenario is, the excess was pushed out when the tractor reached operating temperature. When cooled down, it would be low of the amount it pushed out. This would include all thermosiphon systems, along with the pressurized systems that had no overflow reservoir (just an overflow tube that would drain it out on the ground).
That was the purpose of the overflow reservoir, whenever they started doing that. It would capture the excess overflow, and the system would suck it back in upon cool down. The system would remain full at all times (if working correctly).
On thermosiphon systems, it's important that it doesn't get any lower than the top of the radiator core (the tubes). System requires fluid to be above those to work. Not quite as critical on a system that has a water pump to pump it over the hill so to speak (if it's really that low), and still somewhat function, but you really don't want to be that low on those systems either, even if you have that little bit more leeway of being low.
A radiator as full as possible, equals happy camper.
