Choke control rod should be pulled back to apply the choke. Pushed forward to un- choke.
When you say push choke in, I presume you are pushing forward on the control rod, and this is actually closing the butterfly and applying the choke. Are you sure you put the choke shaft and butterfly in the carb correctly??? Because it sure sounds like you got it put together wrong, and it's actually flapping the wrong way. Not sure if it's possible to do (put together all messed up like that), but sure sounds like what you got going on.
